They are lying about the numbers. If they lie about the numbers then it is difficult to know what the actual demand for medications like remedesivir is. Moreover, Vaccine production can also not be accurately paced. There are only so many facilities that can manufacture medicine. It is also hard to know if external help is needed or not. Lockdown restrictions would not have been relaxed if correct numbers were reported too.

What would you do by knowing demand. when there is no supply. When you spent whole year blowing trumpet saying India won war against covid in front of all world leaders.

For starters, if there is a proper record of demand then there won’t be any “trumpet blowing” as you put it. If the news is out that people are getting infected in large numbers, others would have been more cautious. If people are cautious then the demand will eventually reduce as the cases handled will reduce. That has clearly not happened. At the state level everyone reported fewer numbers because they did not want their state to look bad. Lockdown would not have been lifted if the numbers were right one would think.
