The question is, what is the point? If the govt cannot build infra during the lockdown. It failed to the first time

It has no idea what to do the second time. For eg. Vaccination drives are gonna come to a halt soon. 

What's the point of a lockdown without any pressing reason? States already have partial lockdowns where malls and eatin restaurants are closed

Lockdown is to give health care system a chance to ramp up and to reduce infection rate. Without the reduction in infections and hospitalizations at least temporarily, we cannot go past this.
