Travel ban proclamation says

Effective Date.  This proclamation is effective at 12:01 a.m. eastern daylight time on May 4, 2021.  This proclamation does not apply to persons aboard a flight scheduled to arrive in the United States that departed prior to 12:01 a.m. eastern daylight time on May 4, 2021.

Do anyone know if 12am EST for flights leaving from Origin or last leg? My parents flight is leaving before 12amEST from Hyderabad but there is a layover in Doha for 5 hours which makes the second flight leave after 12am EST

Is anyone in same situation?
