Self financing city option works only already urban developed cities like Hyderabad, vijayawada or vizag etc,. but not to an empty green field like amaravati , u can read online on how self financed cities work 

Secondly spending 80% of state revenue every year continuously for 20 yrs on amaravati would have lead to inequalities of growth in the state
