Stamping in Mexico/Caribbean

Guys, Any idea if the consulates in Mexico/Caribbean are open for stamping? Konchem important to get stamped. Just heard few years back Mexico/Caribbean lo stamping ki velle vallu ani .. is that still the case? 
 

Canada is the best option best but the borders remain closed.
