A friend who visited China on business purpose also said the same. Infrastructure is excellent especially the ones newly constructed.

Not just infrastructure , they actually follow  master plans for their cities and enforce municipal codes 

There isn't a single city in india which does that properly , maybe chandigarh but that's an exception not the norm
