Research is different , just because medium of language changes doesn't increase innovation or research 

What you are talking is changing the education system not the medium of instruction .

Telugu medium  ki R&D ki link enti ? Even in Germany , France, korea almost all the post graduate level courses are taught in English ?

There are many other language educated  folks working in top companies who can speak english well
