How sadam Hussein indirectly helped india from economic disaster

After VP singh as prime minister left the office and left india in financial mess.....meanwhile  Then gulf war started in middle East..... Saddam Hussein(iraq president) invaded kuwait and captured it..... America being ally of kuwait and dominating force in United Nations organisation want to participate in so called peace keeping (war) with saddam Hussein and defeat him.... So they have to move their airforce planes to come from Philippines.... To kuwait..... They have to fuel their planes in India..... Americans asked then PM chandrashekhar.... To help in their war effort and refueling.... Chandrasekhar being socialist and pro soviet union initially didn't want to do that..... It would not only cost plane fuel to India but also shift of ideology to pro Russia(then USSR) to pro America or middle path..... After 40 years of Independence...... Meanwhile India is severe financial distress foreign exchange was nil..... Treasury was nil.... So chandrasekhar asked Americans not only to pay for plane fuel but also give 2 billion dollars as a loan..... From world Bank.....they agreed..... And rest is history..... 

That's how economic reforms started in India after that loan which was never repayed..(upto my knowledge )....
