Although I hate congress and yesu daddy , his win was not just welfare schemes , economy was also doing great until 2008 . (Mostly due to global reasons ) 

Highest number of Infrastructure executed during his period, ORR, shamshabad airport ,  krishnapatnam , gangavaram ports , sricity ,  almost every SEZ and industrial estate , water projects , medical colleges ,etc 

If you see sendral's 14 years stretch he didn't even do half of what congress did , infra wise . A lot of proposals but no execution
