He is power hungry.. but he was right about the Kings daughter.. his spies got him the right information and his duty is to give it to the King and not hide it.. 

But viserys talks about the death of his father and how it benefited otto!! That is a surprise..

Falseee. Otto was wrong. 

When king asked for more details. He said they were seen “coupling” ani seppaduuu. In reality he is either misinformed or he just cooked a lie. They made out but Chex didn’t happen in literal terms. 
 

since he didn’t reveal identity of his messenger. Now king can only blame him for wrong info
