property rights are subject to approval of the rest of the society. they own the house only as long as others allow them to own it.

so the rest of the society has the right to pressure them to accept non-brahmins in rentals.

for eg. muslim colonies that don't allow non-muslims to own/rent ela untadho choosaava? Govt can do that to brahmin colonies too. simply refuse to invest in their trash close minded behaviour. They can be marginalized as a group if the majority wants to.
