Monster works similarly. If we change the job title, location and some other attributes, they will charge it again and post it as a new job. This prevents fraud from reusing/repurposing the same posting to advertise multiple jobs filling one after another by recruiters. But the number of applicants can be manipulated to display cumulative count from all the reposts as a marketing tactic (employers like it too).
