So yes she's not innocent but she will be slapped with a misdemeanor as she's only mis-represented the facts. If the police killed them in an encounter without verifying facts, it's due to the fact that they are not equipped to act as police. Uniform ippesi intlo koorchodamu better in that case. 

@thanks this is what I am trying to say. False allegation is different from filing a charge sheet. I don't think she filed a charge sheet in this case because she was intoxicated at that time, and charge sheet cannot be filed based on a statement by a person who is intoxicated. So, even proving false allegation in this case will be hard if she didn't file a charge sheet.
