You are not getting it. Its a large city  british built. with large population you will have those companies like india has gdp in some trillions. Its just a function of keeping lot of people in one location. But the city still looked like slum and there was only small bits of prosperity.

But the real flash of prosperity came only through IT. and now it spiled to others. It aapears you are now hating on IT itslelf to justify hate on CBN.

You said there is nothing if not IT in those cities. I shared Chennai is much more than IT. You can see industries , colleges etc all the way till Kanchi. This was long time ago and probably even more grown now. 

Also, Chennai is developed to a good extent by Telugu people. Still a significant amount of original Telugu people live there.
