A human soul only can become another human soul or it can be any species? 

Yes human soul can become any other species or human as for our puranas.You have to pay for your previous birth deeds and hence a form has to be taken by the soul.

As for vedas, if a person always  thinks of money even on his death bed might become a scorpio or snake and roam in the same house near the locker.

Lets say if a person is about to meet an accident,..........instead of breaking his leg , he might get hurt on leg and blood oozes due to your good deeds in this birth or previous birth.....which means ur previous birth sins are gone by this incident......
