PhD is not guaranteed to speed up the process, this is a big myth. Naa friend okadu University of California lo PhD in Mixed Signal Circuit Design chesadu(#1 university in the world for EE). 

 

Vaadiki kooda vaadi company EB2 lo apply chesaru, he's trying to self apply in EB1(possible if you have exceptional qualifications) but even he's not sure if he's going to be accepted in EB1. He worked with Jan M Rabaey an authority on VLSI design and author of a lot of VLSI/CMOS textbooks. Even then he's not sure that's how difficult it's to get a GC in EB1 under exceptionally skilled category. 

 

You need international citations, peer reviewed articles in international scientific journals, international conferences, peer recommendations, patents(if possible), etc. Ee DB less than 0.1% will fall under that category.

Huge loophole in the system that's being exploited left and right by desi companies when it comes to this particular rule. 

 

A friend of mine used to work for Sprint back in 2008 lost his job, didn't find a job for 2 months in recession and went back to India permanently. Now he came back 2 years ago via CTS working for the client Siemens as a tech lead(not even a manager) and worked in Sweden for one year before he came to the US. So got his GC in like 6 months. He told me he had to get the HR in his good books, and pay some kickbacks to his project manager to suggest his company to file a GC for him under that category.
