IPL 10 preparations given the green signal by CoA

After being left in cold storage for more than four months now, the BCCI has been given the green signal to go ahead with its preparations for the 2017 edition of the Indian Premier League (IPL). Thanks to the newly appointed four-member Committee of Administrators led by ex-CAG Vinod Rai the Board can begin planning for the tournament which commences on April 5 this year.

A statement issued by the BCCI on Wednesday (February 1) evening read: "The CoA met the concerned (BCCI) officials today to take stock of the urgent and important matters mainly concerning the successful conduct of IPL 2017."

With a clear view that a lot of time has already been wasted in planning this season, representatives of the Board who met with Rai & Co, in absence of CEO Rahul Johri, convinced them to continue with the prevailing procedures to ensure smooth conduct of proceedings.

In line with that discussion, the statement further read: "The CoA has issued directions that the existing processes for availing the services and the appointment of the vendors for IPL will continue for this season."

The 2017 edition has a lot at stake for the BCCI because following this year's tournament, the media rights auction that was earlier scheduled for October 25, 2016 but had to be cancelled will be held. This edition (2017) allows the BCCI to repair its image in many ways if it has to win the hearts of potential investors once again.

On their part, the CoA has further assured IPL franchisees and all other stakeholders that all preparations will be under the supervision and directions of the CoA by the BCCI IPL management team.

February 3 is the last date for registration of players for the auction, following which a date for the auction will be announced at the earliest.

Considering the high stakes that IPL carries, the BCCI had been sweating over it the last two months as all their operations had come to a complete standstill. With the new CoA in place, there were once again concerns if interim administrators like historian Ramchandra Guha, who has clearly never been an IPL fan nor cricket's shortest format would acknowledge that the 2017 edition needs a sprint to be ready in time.

While time will tell if Guha changes his mind on the format and the tournament, he will certainly have a crucial say in things as IPL operations gain pace. The following are some of the things BCCI will have to work on in the shortest time possible to conduct the 2017 edition: Broadcast/production strategies; Digital New Media strategies; hospitality service; ticketing arrangement with franchises; logistics; marketing and commercial; merchandise; operations; match day entertainment; opening ceremony; playoffs ticketing; insurance; fan parks.

For all practical purposes, the CoA will remain the custodian of all revenues and finances that need to be approved.

IPL 2017

2017 IPL auction delayed until late February

The IPL 2017 player auction is likely to take place in the third week of February following a delay from the originally proposed date of February 4. Although the BCCI has not issued a final date yet, franchises understand it would be anywhere between February 20 and 25. Last November the IPL Governing Council decided to schedule the IPL 2017 tournament between April 5 and May 21.

At that time, the player auction was slotted in tentatively for February 4 but that was ruled out as soon as the Supreme Court of India dismantled the BCCI house at the start of the year by removing its president Anurag Thakur and secretary Ajay Shirke and imposing various restrictions on the remaining eligible office bearers at the board. Although the BCCI management under its chief executive officer Rahul Johri was ready to stick to the timelines drawn last November, the court's delay in appointing the committee of administrators put the IPL decisions on the backburner.

However, with a four-member committee of administrators taking charge on Monday, the IPL is back on the priority list. The committee of administrators met with the BCCI management team to discuss the immediate decisions that need to be taken concerning IPL.

"The Committee of Administrators (COA) met the concerned BCCI officials today to take stock of the urgent and important matters mainly concerning the successful conduct of IPL 2017," a BCCI media release said. "The committee of administrators assured the franchises that it was overseeing the preparations for IPL and the 'operational timelines' will be sent out shortly."

On their part, the franchises have remained patient throughout the delay. Officials at several franchises said the main reason behind their confidence was the court had always made sure that cricket was never affected, both domestic and international. Also, the delay in the auction, one franchise chief executive officer said, would be an advantage because teams could scout for domestic talent in the ongoing Inter-State T20 tournament which finishes on February 18.

If there is one thing the franchises are keen to get their hands on is the player roster - the final pool of players that will enter the auction. Normally the franchises get the roster two weeks ahead of the auction.

"If we get the roster we can start making a shortlist of players we are after as then we come to know their availability which is always a big determining factor on which players teams pick," one franchise CEO told ESPNcricinfo.

This will be the last year of IPL before teams overhaul their rosters for the 2018 season. All existing player contracts will expire after IPL 2017 and it is expected most players will go under the hammer at the mega auction ahead of the 2018 season. There has been no decision yet on the player retention rules though.

The current cycle of broadcasting rights, currently held by Sony Pictures Network India (SPNI), will expire after IPL 2017. Last September, the BCCI had announced that the next cycle of IPL rights would be sold via an open tender process. Eighteen companies including Facebook and Twitter bought the invitation to tender doucment for television and digital rights. The bids were meant to be opened on October 24, but the Lodha Committee deferred the process until the BCCI complied with the court order of July 18 last year.

Kevin Pietersen opts out of IPL 2017

Kevin Pietersen will not play the 2017 season of the IPL, citing a busy winter as a reason for not entering the player auction scheduled for later this month.

Pietersen, 36, was part of the Rising Pune Supergiants franchise in 2016 but played only four games before missing the rest of the tournament with a calf injury. He was released by the franchise in December last year and would have had to be bought at the player auction in February to play this year.

Pietersen's previous bids

  • 2009 - $1.55 million (Royal Challengers Bangalore)
  • 2011 - $650,000 (Deccan Chargers)
  • 2014 - $1.33 million approx. (Delhi Daredevils)
  • 2015 - $300,000 approx. (Sunrisers Hyderabad)
  • 2016 - $520,000 approx. (Rising Pune Supergiants)

"I won't be going into the IPL auction," Pietersen said on Twitter. "My winter has been too busy with all my travel & I don't want to spend April/May away too!"

Pietersen spent the winter playing the domestic T20 tournament in South Africa - 198 runs in five innings for Dolphins - and the Big Bash League in Australia, where he scored 268 runs in eight innings in Melbourne Stars' run to the semi-final.

He had played for Quetta Gladiators in the inaugural season of the PSL in 2016 and is set to be part of the team once again for the upcoming tournament from February 9 to March 5. The IPL is scheduled to begin in the first week of April and end in the third week of May.

IPL player auction set for February 20

The player auction ahead of the 2017 season of the IPL will be held on February 20 in Bangalore, with the tournament scheduled to begin on April 5.

Originally proposed for February 4, the auction was delayed as the BCCI grappled with the fallout of the Supreme Court removing its president Anurag Thakur and secretary Ajay Shirke on January 2.

Each IPL franchise can have up to 27 players in its squad, with a maximum of nine overseas players. The purse for each team has been capped at INR 66 crore (approximately $10 million).
