because china has room for growth (at the most basic level) India has much more of it. People there want to move up in life, and can do so with lots of physical effort, and not much mental effort. so they'll get good returns on their investment. 

western countries don't have this kind of room for growth. People here also want to move up in life, but they can't unless they are tech geniuses and provide value that is not so easy to provide without being extraordinarily skilled. or if they are politically connected to live off of govt spending (half of US companies).

This means if US spends that much on infrastructure, it won't get the same kind of returns.

Western nations are at another level compared to others man. and Japan too.

For them to invest on something, their entire population should be inspired to work towards that goal, for it to produce returns similar to what China/India can produce by just building roads and other infrastructure.

don't club asia and africa. all asian countries have pumped as much and more money than China. especially Korea has. to an extent even Thailand.

since China is a huge country, with lots of potential, the size of their investments are higher. thats all.

Ofcourse Africa is next in line (already) for huge growth. There are problems with Africa not having proper law and order, and other institutions reqd for creditors to trust them.

They can print their own money, but that comes with its own set of problems.

If Nigeria also prints its own money and starts producing goods to back them up (that can be exported), they'll grow at an amazing rate too. They already are, btw. but they still have lots of structural problems.
