For example: if setting up an institute costs central government 100 crores, normally it would release 33 crores per year for three years. This is how budget planning and allocation is done. it dosen't mean the central government cannot afford 100 crore in one year, but rule of thumb is to cover a number of projects than completion of the projects quicker. 

In case of Polavaram, there is clear case of fraud and that's the reason why funds were stopped for a while few months back. Now when the question of fraud happens, being a national project with BJP and TDP in the coalition, Do you think the govt will initiate any criminal action? Why do you think they will dig their own grave?

In case of Amaravati, 1000 crores are allocated and accordingly, things have to be planned and commissioned before the end of the financial year. Any unspent money will lapse and a new fund will be allocated which may include the unspend amount from previous years or completely new allocation. Just because the fund is not spent, doesn't mean it has to be diverted to other areas which CBN perfectly did. 

This is how things work in India, especially when the central government is involved. 

CBN has clearly diverted centrally sponsored bills to fund his state's welfare schemes and a similar bills were even diverted to fund Nandhyal By-election.

did u mean to say that Amaravati funds are diverted to other welfare areas or something else??? I disagree if it is what u meant

You can disagree and that's your fundamental right.

Amaravati has not received any substantial funds in the first place and secondly, there were other centrally funded projects from which funds are diverted to most of the state's welfare schemes. If the same funds were diverted to other infrastructure state projects, it would be a smaller issue but when central funds are diverted to states' welfare scheme, that's a problem.

ledu kaka, centre 1500cr release chesindi for the capital region and ViSa Reddy asked the finance ministry in Rajya sabha whether the state has provided utilization certificates for the given amount..Finance secretary answered saying yes...Rajya sabha site lo unstarred questions are available online and this question is there too

BRODERU...rajya sabha quochens nenu kuda susina sadivina...nuvc oka point miss ayitunav...release chesina paisal, time frame sudale...

capital region is not priority for central sarkar, adi state issue....sarkar ko kuch naho lena dena usse....state sarkar etlaina karchupetukuntadi...khud ki kamai, khud ka karcha..

issue is with centrally allocated and released funds...
