If an unelected governor can act on behalf of an elected assembly then Indian democracy is a sham. The governor is nothing but a viceroy appointed by Delhi.

On paper, yes. Presidential rule is one of the discretionary powers of the Governor. If you were to contest this the court, chances are you wouldn't win.

Because it did, Legislative assembly voted in favor of scrapping article 370, so did the legislative council and Parliament. Almost next to impossible to contest this in the court of law.
