Depends on how back it can go. EB2 is at May 2011, so it may match but not lower than this. There's no demand for EB3 below 2011. Also, say  a given number of visas available, they will be spread across categories, so it may not go as below as 2011.

Its still hypothetical because their estimates were probably based on applicant numbers itself. dependents add ayithe things will take new turn

ratio is 4:1 between eb2:eb3, ceus cis will realize everyone actually are in EB3 in few months, they won't accept filing dates after november, 4k bokka to those with 2012 and beyond downporting, it will be of no use as Eb2 get SO from Eb1 but never eb3

We are stuck in 2009 for 8 years. So based on history, if we don’t react soon, you are not going to get anything out of this with a priority date that is eligible to file under any category regardless. 2011/2012 is the new 2009. Better be safe than Sorry.
