ready vunte pampu why you want to wait till 29th.  Nothing positive news you will see for nov bulletin and  dates for EB3  will be retrogressed. Dates retrogressed depends on number of downgrades so USCIS willl release nov bulletin may be 28 or 29. Oct bulletin may be same for Eb2 and EB3 may go back to 2012 or 2013.
