University system is totally antiquated both in India and the US.

In the US most of the top institutions attract either people with top talent, or extreme wealth or political connections and in most cases, both. Not surprisingly when you put very talented group of people right next to people who have the means and connections to fund them, you have access to enormous wealth.

In India, most of the kids that make it to the top institutions are predominantly middle class and also some lower middle class students. They neither have the political means or access to venture capitalists to start new institutions or launch their ideas. 

That said, all university systems should be re established and the current system of education done away with. Most of these elite institutions are places for the rich to get together and maintain their monopoly anyway.
