Just my opinion. Aakali esthundi annam pettandi antey, ledu meeku biryani plan sesthunnam ani last ki annam kooda lekunda sestharu. 

per country limits thiyyatam oo, quota increase proposal oo pedithe baagundedi. Unlimited green cards ani propose sesi they are unnecessarily inviting opposition to this bill. Even though H1 visas has number limits,  L1 visas has no limits. So imagine how much they can flood the system if abuse happens. it is just the matter of some anti lobbying group raising such issues and make some senator oppose it. 

There are lots of such concerns. But I hope some how miraculously it passes.
