4% pay income tax ,an average Indian family has only one earning individual , so 4*4 = 16% are contributing  income taxes. 

Not to mention majority of Indian taxes are through indirect taxes 

Even those 16% contributing citizens can't enjoy a decent public infrastructure in cities

If the only thing you are worried about is infrastructure development, then India can do everything under its current system itself.

It needs aggressive marketing of its manufacturing prowess overseas, building even more sezs where labour rights are not guaranteed, deficit spending for the next 20yrs on big ticket projects.

none of these need even a parliament discussion.

do you know why India doesn't do it? because India is still a feeble union. govt is powerless in India. and Indians are mediocre. having a local powerful city govt is not gonna change that. bangalore/mumbai/delhi/hyderabad is not actually swimming with non-mediocre people. inspite of all that sky high valuations for 3rd rate startups.
