There was this assigned land which was being used by X (who is SC) in 1974, he owner sold part of his land to Y (2 Gunta's) in 1992. He and his sons were cultivating the land starting 1992. Having original PATTA and NOC from the previous owner itself took this poor guy 4 months and 40k to get it loaded to webland.. IDK what happens if TRO gets too much power.. 

with land titling act you will not see such scenarios. With land titling act Y would have got conclusive title with digitized record. So Z wouldnt have any issues. Since the title which Y got is guranteed by govt so no question of disputes in future.

Corruption is present and will be present in future thats a different story.

This happened in the first phase of Land Titling act. Land Resurvey is the first part and the titling the second part.

But stll you need the surveyor no .. Also in this case the woman was being honest and gave NOC with out taking money. how many of these will happen.. Imagine the torture the victims are going to face.
