I don’t understand why he is not moving EB2 at the same pace when he knows there are visas in excess and will get wasted anyway.

Not really, you will get EAD and free from employer. I wouldn’t say it is bad unless you are like Jan 2012 and downgraded.

Can you give me the exact time he said this? How can he do this? EB3 approval, be it straight or downgrade should be the same.

No, that’s not what he said. EB3 is moving so fast because downgraders are not accounted. Not that you are DQ. DQ has nothing to with dates.

Mari munde EB3 downgrade approval tecchukoni 485 apply cheste (non-concurrent filing)? Will it be considered as straight EB3?

Last month call he told he will get report from USCIS every quarter about approved 140 number. Today he stated otherwise. He is all but contracting himself. He says he does his job by moving dates but then he says he need to be considerate of USCIS pending demand.
