I can show you examples of such incidents all over the country including the least corrupt state kerala . 

Hundreds of examples in UP where rape victims were threatened / attacked into withdrawing cases 

This has everything to do with weak institutions  , politicians and parties will change but situation is the same all over the country.

This is not a KCR/modi/sonia problem  , it's about weak institutions 

we got all weaklings here... Autodriver, Victims family and the byestanders who saw them removing the number plates... All the witness can be purchased.. if police are good they have to go by technical evidence rather than the circumstantantial one... otherwise any criminal lawyer can handle this easily...

It is unfortunate that 2 young souls lost life. legal counsel representing the guy will also fault autowala as he  was evidently not following lane discipline and they have a case there. Sadly you can’t get the life back, compensate the victim families and punish the guy/family for tampering evidence and rash driving 

Sadly courts are different, they don’t by emotions and lawyers are paid so much to exploit the weaknesses and that is universal be it India or USA
