Because they are part of the administration/government. They are one of the levels of governance.

Any new construction permission has to be issued by the city or the gram panchayat, our governance is modeled that way. 

This is where MLAs and MPs blurred the separation because of their over jealous nature but they shouldn’t technically poke their noses in rhe day today affairs of local governance, the duties of member of parliament or member of constituent assembly   Limited to understanding the spirit of existing laws, planning new laws, and studying, discussing and then supporting or opposing the enactment of new laws. As a Representative they may voice concerns on behalf of constituents, represent viewpoints or intercede and assist in problem solving.

I agree every one from city, contractor should be booked for criminal negligence. If it were any western country there would have been multiple suites filed already

Still my point is… isn’t the higher level supposed to pass the roadmap/blueprint to lower levels and lower levels supposed to abide and be accountable in executing it by ensuring they don’t complicate and contradict with bigger picture?

I am not talking about random MLAs or MPs, but municipal administration precisely in this case. Take an example of acting on encroachment of water bodies and fixing canal system.
