This accident happened while the contractor who was building under construction storm drain left the man hole open.

Actually under nizam, they designed the storm water and sewage system beyond their times . There are nine nalas that bring water into musi from all parts of the city and then drains out through musi. As a stop gap they built hussain sagar which is connected to 4-5 nalas and where they used to regulated the water flow and prevent flooding, now Hyderabad is just left with 189 lakes out of some 800 lakes and various small ponds. All the infrastructure(colonies) build after 1960 are just piggy backing on nizam era storm water drains, as the city expanded they kept extending those 9 nalas without increasing the volume of water intake and hence the water receeds but at a slower rate which are immediately impacted with flash floods. In spite of all that the older colonies of nizam era never flood.

also under cbn they gave permission to convert ponds under 10 acres as housing sites which gave land grabbers a free hand and under YSR they exploited to the max, under TDP it was the LB nagar stretch and latter years west Hyderabad

India is complicated mess, the undoing of what's been done requires conviction, money and toughness, classic problems are first they need to raise the money, secondly litigations from property owners. That said they have announced stratergic nala development program and raised funds for the first phase. The nala in question might also be part of the same project. 

2 weeks ago acquition  of 260 properties were stalled because they litigated. if strategic Nala Development Programme (SNDP)  is successful in 3-5 years then we shouldn't see the flooding of usual suspects like LB nagar, Toli Chow, Manikonda etc.
