Old zonal system

In the old zonal system, for instance if 20 posts were notified in Adilabad district for recruitment under any category, then candidates from Nirmal and Mancherial would bag majority of the posts while the youth in the remote areas of the district were left out. They could not compete with candidates in areas with better infrastructure and exposure. Following reorganisation of districts from erstwhile 10 into 31, the 20 posts would now be distributed to all the districts carved out of Adilabad equally

New system

The new zonal system ensures that even higher-level posts would go to local people of Telangana and not to outsiders. 

In the earlier zonal system, for instance MPDO posts were under Group I and placed under State cadre. 

As recruitment was done at the State level, outsiders to a district or zone would still be posted as MPDOs. Now as State cadre posts would be filled through promotions, local Telangana people would get higher level posts. Some zonal posts were also brought under district cadre.

The way local candidature is determined under the new zonal system also will help native people. 

Earlier, wherever a student studied for maximum of four years from Class IV to Xth would be regarded as local candidate of that district. In the new zonal system, maximum four years of stay in a place from Class I to VII will be the criterion to determine local status.

what stops the union govt to spend on infrastructure? you are barking up the wrong tree here.

employment in the govt sector is abysmally low in India compared to other countries (even China), and you want to go even lower than that. why though?

KCR is not the head of a family trying to budget within the limited revenue he receives. He has the responsibility to deficit spend, to create employment, and to expand the circle of those who can become productive in the future.

I don't understand why else you think a govt exists. to suck industrialists d1cks and take their balls deep down their throats? and for what? Govt should either spend on infra, or on welfare. Welfare is what Indian state govts can afford. Everybody is not a psycho state govt like Gujarat that doesn't give a fcuk about the malnutrition in their state.

unless you think TG gdp is going to contract in the future (impossible unless the entire world is fcuked), it makes no sense why TG shouldn't put more money in the hands of people through govt employment. It seems they can afford it.

sometimes I think Hindutva people are better than conservatives like you, who are so sure about how states should be governed. with ideas that are proven to never work anywhere else.

did you watch the latest Batman movie. There's one scene towards the end when Bruce Wayne goes to meet Falcone, and Falcone is playing snooker in his office, and he makes a joke that goes 'do you know why the soviet crumbed?' 'its because of austerity'.

 

Govt employees are at best 1-2% of the population , 90000 jobs are only .2% of Telangana's population 

In five years govt has to pay atleast 5% of their expenditure to the pay of these .2% of population 

Atleast welfare schemes cover a borad range of population.  adding govt employees only creates a new layer of elites , it doesn't solve anything

govt employees are way too low in TG and elsewhere too in India. It makes sense to increase that number to atleast 30% of the population. It improves the overall services of the govt.

worrying about state finances when there are millions of people out there without jobs is not just cruel, but also bad policy.

how conservative do you want India to get?

so basically what you guys are saying is, keep govt small, but also increase its capacity to deliver.

you guys are living in la la land.

a small govt will never gather enough capacity to deliver goods/services for its constituency. and to throw its weight around in a marketplace with bigger states.

whether KCR is doing it for votebank politics or not is moot here. What he's proposed is the right thing to do.

You have mistaken it and has been long pending demand from job aspirants , these jobs are that had to be filled, they never called for a group 1 or dsc notifications, they had to back fill for the last 8 years for people who left the jobs either through retirement and volunteray and some year on year’s vacancies. From next year there will be a yearly calendar as the group 1 positions are also brought under zonal system. For the very reason they are relaxing the job eligibility by additional 10 years

he has been long  working on the zonal system for the last 6-7 years and was adamant until that was passed he wouldn’t call job notifications . In the beginning of the year, employees were transferred to fall in zonal system albeit some resistance from some employees

Govt employees are low indeed

But govt employee pay is abnormally high , large portion of expenditure is paid as salaries /pensions 

I mean look at Andhra's situation 50-60% of entire expenditure goes towards salaries of 2% , how is that sustainable ?

If govt jobs solve unemployment the. By all means issue 1 crore jobs notifications

that can be corrected in future. with new job notifications more reflective of the median pay in TG.

having a small govt is unsustainable too. major reason by India sucks.

Gujarat is the worst state to live in, for eg. even UP is 100 times better than the trash that is Guj
