Okay that's news to me, but I still think some of the higher level education programs like Master's, PhD might still be state funded. Irrespective of that fact, they have a pretty young demographic which is well educated and they are also investing heavily in building some state of the art facilities in the universities there.

Only grad students are serious, that too at prestigious universities. Undergrad and grad students at R2 school come for booze and girls. The amount of cheating is never before ever

Yes they did but did u see budget deficiiany  when oil prices were totally down? Look up.. they are still 90% dependent on oil $$$
