The best solution to this issue is not to scrap the per country cap, or to increase the number of green cards, as some have argued, but to enact a merit-based system for awarding employment green cards that rewards the most qualified, talented, and likely to succeed, regardless of their country of origin.

australia also has cap on professions. it will not take long to put a hard cap on IT folks. will backfire

Australia has a CAP on Each Profession Profession for PR process. IT normally gets around 8k in a year. The Aus n Can have developed better systems to predict/estimate the Labor force based on Skill/Industry. USA lagging behind in that.

Australia Stopped the Work permits. Aus Employers need to Find  the Skills locally. Instead of Work Permit they have a Mature PR/GC process in place where in a Skilled worker can get PR in 6 to 9 months.

USA needs to 1st fix the H1B lolli, does USA really need 60K h1b every year? Reality enti? Does USA adds 60K new  STEM jobs every year? If the H1B system is taken care..the Desi Impact on GC will somewhat reduce. Too much of Red Tape in USA Constitution to come to a solution faster like Canada and AUS.
